great car as a starting point, it has plenty of paperwork etc  to verify everything     

why do the tags on some disappear(rust ) so quickly

Because they are a relatively thin piece of metal located where acid fumes from the battery can work at them from both sides.

There's all that documentation yet the car was allowed to rot like any common derelict.  I don't get it...

I was thinking the same thing.
How do you not know that an R/T 6pk car is not something special. My dad drove his '73 until there were holes large enough to stick your head into but it was a 318 SE and was his daily driver.
Well maybe they did know it was special and figured if they kept it long enough it'll be worth 26K no matter what shape it was in.

Who knows, maybe the documents were all stuffed in a box and left in a closet or something to be forgotten, much like the car just not exposed to the weather?
