Yes they are renters.   I feel bad for the mom and daughter.     
He's been doing this for a long time.   Basically every night and morning.   I'm going back to the sheriff's department Monday morning to give all the video footage from the last 2 1/2 month's.    Hours and hours of video showing him looking in her window approximately 400 times in just over 2 months.    Dude is obsessed with stalking her and can't / won't quit till he's caught.    Some of the stuff he's done would make you sick watching.    Guys in jail just love guys like this.

   long story.  100% legal.   The problem with confronting him is he'll just stop doing it on camera.   It won't stop him from using other methods or what we don't see going on in the house.   Many times I've thought about confronting him.    There has been 9 girls (friends of the daughter) that have stayed the night over time that unfortunately don't know he was outside watching them changing at night.   He needs to be removed from the house completely and face charges.   He has also taken video with his cell phone up against the window.  That my friends is considered child pornography.    I've been using great restraint to insure plenty of evidence that will hold up in court.   This is a very serious and sick situation that needs to be handled calmly and thoroughly for a successful outcome.

You are 100% correct RECHRGD.   I've done research on this and even the sheriff's detective said the same.   These sick perverts start as watching (peeping)   
Eventually it is not enough.   He knows it's wrong but can't stop and won't until he's caught or something worse happens.

If it's anything like Canada, they will remove the child from the mother (aka household) and she will have a hell of a time getting the kid back even after the step father has been removed from the house hold.

If the Mother knows, then the girl should be removed.  But, I doubt that's the case.  Somehow, that needs to be addressed before CPS is called.  As previously stated, once removed from the home, it's a tough road to get them back.  Some women are so needy to have a man in there life that they make dumb choices, then live in denial....

The mother is suspicious and so is the daughter.   The daughter has caught him a few times by coming outside but he quickly acts like he's doing something else.   One morning the girl came outside and was pointing at her window clearly upset.  He started pointing down below her window as if he was looking at bugs.   Eventually he found some by moving dirt with his foot and she bought into it.   Funny but he spent over 2 minutes at her window looking in not down before she came out.   She went back inside and he was back watching within 45 seconds.   Crazy.    I think the daughter has said something to the mom because the mom was talking with her pervert husband and pointing at the window.  He talked his way out of it again but was outside that very night doing it again .   I guarantee that mom and daughter are subconsciously aware.  Once this comes out mom and daughter will start connecting the dots.   Trust me, the signs are there and they'll start to remember all the awkward moments over the years.     

   The other sad part of this is every girl that's ever been there is going to feel sick.   There's going to be 15-20 moms and dads that are going to be upset/  angry wondering "was my daughter one".

I'm feeling kinda sheetee tonight because i know what's about to happen tomorrow morning.   I'll be turning over all the evidence and statement to the sheriff's department.   Then it's out of my control and hands.   I know that this is going to be one hell of a mess for the mother and kids especially before Christmas.        
I know I'm doing the right thing but it doesn't make it easy.    I'll probably end up the bad guy as usual but that's o.k. and I can live with that.
