Hemi surging.

hello all you engine gurus!
I need help.
On my 66, the engine has been rebuilt.
I have newly rebuilt carbs and a new distributor from Hemi George.
Above 3200 rpm the engine surges as if its not getting enough fuel or spark.
The fuel filters are full so I don't think its fuel.

Also, what do you guys think about and electric fuel pump on a switch for starting? I use one on my 62 NYer wagon to start and it works well.
413 goes like a tail thrown eel on ice.

Time for a fuel pressure gauge to verify fuel delivery. When you say "above 3200", im assuming you are under heavy load?

Yes, above 320 on load.
Its going on a dyno for a tune very soon.
