Why indeed would this have value?
Suppose this was poor old deceased gramps birth certificate and his gov. ID code?  Would that have any possible value?
How many collectors of auto memorabilia does it take to push something like this over a hundred bucks?

There's only one reason why and that's fraud.  Quite possibly to get something on the road that could never be registered any other way....possibly a stolen car?  Or a car missing its identity altogether, maybe bought without any paperwork, or has a junk/scrap title.

Makes you wonder what the percentage of fakes really is.  Thirty years ago I sold an absolute shell for $ 200.  The only reason it still had quarters was because the torch was ineffective on bondo, chicken wire, and newspaper (not joking).   

I just shook my head and counted the cash back then.  But, now I get it!  While not recognizable, it was a red 68 r/t, stick, dana, with a vin tag, fender tag, radiator support, and trunk lip.   And that was thirty years ago.

heck, i didnt see the auction. am not able to bring up ebay here, but if it were to go cheap, i would have bought it just to hang in a frame on my wall. then i know it wouldnt be used on another car. oh well, gone now.

Yes, but this ain't one. Ohio will allow rebodies/VIN swaps (sort of) but every change must be documented and signed off on by an inspector. You have to have a car to start with - not just tags and a title. In most states, if you have a car with no VIN you can typically get a "state issued VIN". Of course, that looks fishy to most people so it makes more sense just to swap a few pieces of metal. Most (if not all) states also have a process for replacement titles.
