I'll bet all of us over 40 knew of at least one instance of teacher-student romance when we were in school (and I bet it was a male teacher). 
However, it is happening much more frequently and there are more female teachers involved.  And they do know why, but, it's not sexy news. 
They view the students as their peers. It's not just teachers, but, that's where it makes the news.

Our society has prolonged adolescence (or postponed adulthood) well past the mid 20's.  The lengthened childhood has merged age groups.  There is no longer the well defined line that when crossed, changed societies expectations of you.  Even the current administration mandated children inclusion on parents health care plan until 27.  You're a kid 'till you're 27? 

It's not just sex, there are all kinds of inappropriate relationships going on.  Social media is giving it an avenue.  A kid doesn't have to come up with a fake I.D. to attempt a score with a teacher.  A teacher was never going to call the land line and ask if Johnny could talk.  Now, young teachers are actively participating in social media with students as if they were friends/peers, sharing intimate, personal, and relationship details with students.  To them it's not inappropriate. 

Oh ya, let's not forget how young this group became, and is becoming, very sexually active.

The net net is, these teachers are simply unable to differentiate between students and peers because they themselves are not yet adults.

Stripedelete summed it up very nicely.  I'd like to add that morality, ethics, and the sense of right and wrong have given way to a generation of thinking that believes in just doing what feels good, what makes you happy in the here and now; nevermind the consequences or the damage done...
