Removing a stripped nut/bolt?

I'm trying to remove the low impact bumpers from the front and back of my 73 charger.  The one that connects it to the actual bumper, appears to be in such bad shape that I don't know how to deal with it.

This is the best photo I could get with my phone.  The nut looks pretty jacked up, and the bolt looks like it's been mashed up pretty bad as well.  This nut isn't very easy to get to.  What would be the best way to approach this?

Can you get in there with a cut off wheel/disc?

If you can't get in there with cut off wheel, try a carbide burr, on you high speed grider.

Dremel just came out with this 1 1/2" dia or so quick change carbon cut-off wheel system. Has two tabs with a quick-release. At the depot..pretty sweet

If the bolt has a head available on the opposite side, the head could be drilled through with a same size or larger drill than the bolt (threaded part) is, and the head would then separate from the bolt.

Yep, cut that sucker right off.  The bolts aren't part of the bumper and you can buy fresh nice chromed bolts to replace that rust melted piece.

Maybe I am misunderstanding because the pic is difficult to really see.  But if you are refering to the bumperettes or bumper guards I had purchased several looking for good rubber portions. If it is the metal to metal portion cut and drill out as mentioned.
There are several as mentioned in the rubber part as well.  What I did with those is driled out the rusted bolt. Then with something rather sharp and pointed I dug just a bit and made a bit of an edge under the hole, like a T.
Then filling the hole with JB Weld and screwed a cut off bolt into it.  The JB Weld when dry will fill under and make an edge that would make it difficult to pull out from the hard rubber inside.  Only mistake I made the first time is not making the bolt long enough. It worked but I wish I had another quarter inch of bolt.

Yeah, it's not the rubber part, it's the metal to metal piece.  I want to take the entire pieces off to make the chrome bumper lines cleaner.  Thanks for the link to the chrome bolts, I'll be needing me some of those.
