Thanks Bill, Mine was there but I mis placed it and don't have a tap that fits the threaded nut in the inner fender to figure the screws threads.
wingless now, but still around.

That screw also found on 69- Voltage reg mountings.Its alum color with swirl patten and pointed self tapped end

I think it's a 10-24 machine thread with a pilot point.
Clear zinc plated
5/16" hex head usually has an S  or SEMS head markings
