Exhaust tip broken

I had a rattle in my exhaust. I thought it was a baffle rattling in my muffler. I found the problem The exhaust tip hanger broke. It appears this happened before and someone tryed to weld it. I assuming it is a repro tip as it has no drain hole.
Has anyone had the same problem? How can I fix it so that it doesn't break again? The tip bracket is very tight in the rubber isolator. If it can't slide in the rubber, could that cause problems?
Who sells a good tip? Can I buy just one or are they typically sold in pairs?

rubber is there to hold tail pipe as fimly as it can without transferring vibrations to car
just mark where it is and undo it so you can drop it down to put a proper weld on it ,
most likely previous owner knocked it a curb breaking the weld
