They already have a pollution zone downtown where you have to pay extra to drive.

They want to isolate one small part of their country as a "polution free zone."  Meanwhile, all of the surrounding areas will remain with the same amount of pollution.  Like the article says, that's as effective as smoking a cigarette in every room in your house except one, trying to keep that one room as smoke free as possible.  STUPID.  Then again, we're talking about a nation that doesn't allow private citizens to own any sort of firearm so as far as I'm concerned they're just retarded to begin with...

Bad thing is, with electric vehicles and hybrids starting to become more available, this concept could spread.

Imagine a scenario where hybrids/electrics are sporty & comfy but more expensive than gasoline cars.  

Then it would probably be a matter of time before higher-income places started banning gasoline cars for social class reasons.  Environmental effects would provide the excuse.

Oddly enough though Myk, any of my travels over there I've found that people are truly baffled by the devotion to firearms here.
