It sounds to me like he is screwed as far as ever identifying this car's correct VIN since the fender tag, the tag on the dash and the build sheet are all gone.  So this will be only a parts car only.

Many if not all states can issue a custom VIN for cars/projects/customs that don't have one. Time to make a cool street cruiser out of that one.
