Turn sginals left and returned

It isn't really a problem since they are working fine now but I do have a question.  I changed my forward light harness today and after finishing I tested it all to make sure it worked.  Now at first my turn signals wouldn't flash.  Parking lights would come on and when I turned either signal on, it would light just not flash.  Anyway, now they work great.
So my question is, why would they not work initially but be fine now without anything being done?

maybe bad connection at harness connector...or possible flasher going bad?

I think it has to be the mouth thing.

You got the cheap harness, didn't you? Those don't come prefilled with electrons.

Of course, I needed to run the alternator for a bit to fill it.
