question about my fender tag

this is the tag from the roadrunner   

question top right corner are these depressions supposed to be there ?
i'v seen weird letters and shapes punched out as inspection marks  but not an oval stamp .
  anyone else got a st Louis car with these stamps

Yes. That's a typical STL stamp. Nothing to be concerned about.

Now that one I can see.  For whatever reason I wasn't spotting punched holes in the first pic but they are there on their side aren't they?

dual fours

Polywideblock, the stamp marks (not the punched though ones, that I do not see on your tag) at top right corner of my tag (a St, Louis tag also) are numbers, a total of three digits, the first one of mine is a 5 followed by an 8, third # not clear.   
Look on back side of your tag and the numbers may be clearer but will be backwards. Your marks are close to the top edge, mixed in with that rib line, may be hard to read clearly.
