Speedo not working

I sent my gauge cluster out for refurb. That was in 2010 but I just got the car back together last summer. My odometer works but the speedo doesn't budge. Would this be indicative of the cable perhaps not all the way inserted? It's so difficult to reach, I can't tell be feel whether it's in properly.

If the odometer registers, the cable is engaged. The speedo head needs repair.
