Possible legal question for VIN '68 Charger.

Hi guys, I'm brand new to the forum but not new to the Mopar world.  I have a question that's probably more of a legality question than anything else.

I have a 1968 Charger rolling shell. It's 85% solid, a few small rust spot in the normal areas.  I bought this car back in 2001 with every hope and dream to make it a show car.  Now it's 2014 and I really want to start on it... Finally.  My problem is, it has no VIN tag or data plate, I've searched the body from front to rear looking for any other identifiers and have found nothing at all.  I read in another posting that someone was getting a "2016 title" through their state in Canada.  The US doesn't exactly work like that does it? Can I get a VIN for it like you can a motorcycle?
What's the legality of buying a wrecked or salvage '68 and swapping VIN tags?  I know its highly frowned upon, but is it illegal?

I'm not wanting to build a Barret Jackson, record setting priced Charger... I want to have a car to drive to shows and work on with my son, right now I have a giant shell of a once proud car sitting in the same spot for 13 years in my yard.
Any help would be great, if this has already been answered in another post please let me know and I'll check it out.

Some states will issue a state title and VIn but I don't know how you would be able to prove ownership without any other numbers.  The rebodied tag (although not really legal) may be your only option.

Still trying to figure out why people buy cars without vin number or titles, or even a bill of sale unless you are using it for parts. Nothing but troubles. Not sure what you paid for the car but I would use it as a parts car and find another car. Also buying a salvaged car and swaping vins is not leagal anywhere. There are con vin numbers on the car and these can be checked to see if car is stolen. Do you have a bill of sale? Good luck.

Except that on a 68 the concealed numbers were the SO number and without the fender tag to check it against the VIN they are useless.

Talk to your state. In most cases they can run a check to see if it's stolen and, if not, can issue you a new VIN. This won't look like an original VIN of course but it will make you legal. This does hurt your resale value in the future though.
