Can someone tell me what the outlined symbols on the fender tag are there for? 
Who in their right mind would say

"The science should not stand in the way of this."? 

Science is just observation and hypothesis.  Policy stands in the way.........

Or maybe it protects us. 

I suppose it depends on the specific case.....

All of my cars are from St Louis.  Those marks don't show
up on 72 & 73 tags.  Are they there for 71?

Yes and no. 71 STL seems to be more sporadic than earlier years. Some tags have them, some tags don't and sometimes the punch is on a second tag. I haven't studied the 71 tags that closely to see if there are any date ranges or other correlations to having the punch or not.
