Can this be done without tearing the seat covers all off?

No. There is hardware that mounts to the frame.

Real easy to remove and reinstall the cover Ghoste.  Warm the cover before install and use a plastic bag over the seat foam if needed to make the cover slide.

No, once you have the cover on 3/4, you can grab the plastic bag and rip it apart.  A small garbage bag works great.  You can also use a Teflon spray or something, anything to make the foam smooth.

So, when installing, you attach the headrests, then pull down the seat cover ?

Remove the old cover, install the hardware, install new cover, attach the head rest grommets and pop the head rest into place.

mine never had headrests from the factory ,
never new about it being a option on early built 69 cars back then assumed they all should of had headrests on a 69  ,  managed to get a pair of front seats ,  headrests & bezels from a roadrunner that had been rolled ,    now this was 24 years ago , & unlike me cutting corners , never knew I would be missing the  fittings & stuff inside mine , so just , located the holes in the seats  , screwed the bezels in  & fitted the headrests   , there must be part of the hardware in the seat , cause they need to be pushed  forward & pulled up at same time  to be removed & they move up & down  , just stiffer
now when I done the resto  the hard ware was still not available so just put it back as I done it all those years before ,
as for the road runner seats , i just sold them on , but looking in the holes where the headrests went it looked the same as  my seats , & no plastic bezels on top either
will look into the proper hardware one day when & if , I put the leather covers on the front , decided on vinyl  at time of resto , could not justify the cost of the leather at the time ,

basically same hardware as the first gen cars...also, the hardware makes it so the headrests will stay in position when lifted up ....sort of like a ratchet piece

yes, the holes should be in the frame part....I can't remember if second gen seats have a removable seat back or not......but yer still gonna have to slit the fabric at the top of the seat cover.

I do know it's a pain to get the hardware into the frames with the upholstery still on the seat back

It isn't removable the way the clam shell is on a 1st gen but it almost looks like it should be removable.  There is a sort of separate panel there.

yes , but once in they are  difficult to get back out , should you need to , ( best pulling head rest up as far as it goes then remove the screws from the bezels )  , but like I say once in , they are not loose  dont rattle  , & only move if you pull or push them up or down as you would adjusting them normaly   

 you cant really get to or see anything with the back off , that I can remember

Is the back easily removed and replaced if I decide to pull the covers off and do it right?  Or more accurately, will the back still fit nicely (covers too for that matter)?

How does the back seat cover fit ?..What keeps it in place ?

By the look of it I'm guessing it is clips similar to door panel ones?

We are talking about the 68-69's right.  I know 70's are a much different seat.

The seat back is held on by two screws at the bottom of the frame, and hooks mounted on the inside of the back. It'll be obvious once you see it.

Yes, the backs will slide right in place...as long as you get the covers back on right.   Take pics. You'll need hog rings and hog ring pliers.

I pulled the covers off inside out and "installation was the opposite of removal." No plastic bags needed.

Yes, the 70 model had a high back bucket so a separate headrest was not offered of course.
