A simple question, does the front valence sit on top of the lower rad support??

Anyone know?   I was mounting mine and it actually looks like it bolts from the bottom.

Sold my Charger unfortunately....never got it finished.

Thanks, I did some searching around and found this pic.  I think it clearly shows the valance bolts from the bottom.
