In Kansas you can get an "antique" plate or you can "antique" an original plate of the year and county that you need. My parts store was selling brand new tags that were never issued still in the Kansas DOT envelopes a few years ago. I got a brand new 69 and 71 plates for my 2 Chargers. Story goes the janitor that worked at the court house collected license plates. End of each year they got rid of all plates that were not issued. He was to haul them off to the garbage but instead hauled them home for his collection.
