Not always. There were at least four of them around here with ads on them. They take any ol car such as a caprice or crown vic, install large wheels and then have it painted with anything. One I remember was painted baby blue and had ads for "Family Guy" all over it. Can't remember what the others had on them.

I noticed that before I posted. Even the wheel lip openings.  Older 83 84 Monte Carlo SS :shruggy: Thought it might be a photochop but it was the only one that I've seen with 2nd gen.

That's a photochop.  

Look at how the hood scoop is located weirdly on the hood.  The blurry & focused areas on the hood/front end.  The car's shadow isn't evenly dark throughout.  The shadow of the rear end is shaped funny.  The doors don't have Charger vent windows but the vent window frames appear to still be in place up against the roof's A-pillars.  Etc.

After looking at it a little closer there's many details that prove someone just took a Monte carlo and photoshopped it.

The rear view mirror on the door is a dead giveaway...  (G-Body)
