Hood spring mount issue

On the inside of the hood, there is a bar that has welded on nuts where the mount bolts on from the fender to the hood,  one of those bars has broken loose on my hood and made it next to impossible to screw in the rear bolt, the tension from the front bolt is causing the rear part to lever up where I can't get the bolt into it.  Before I painted the hood, I had used a wire that fished up to the hood turn signal opening which allowed me to work it into position then tack weld it in place.  I thought it was secure and had the hinge bolted in place, but the hood wouldn't close all the way on one side, so I replaced the hinge with a different one this weekend, in the process, the bar inside came loose again.  I'm looking for ideas on how to align the bar inside the hood so I can get the hood bolted up to the hinge correctly.  If I can get the hinge bolts into the bar, I may be able to re-weld the bar without taking it all apart again.  

Removing the entire hood by myself tends to be a little difficult, and runs the risk of it slipping and scratching the crap out of the top of the right fender, something i'm not willing to take on yet.  Short of replacing the hood with a repop unit at close to 700 bucks just to correct the hinge mount seems a bit extreme, I figure a few people here may have some ideas on how to accomplish correcting this problem.  I've learned from past attempts that closing the hood with a single bolt on the upper hinge mount tends to cause dimples in the hood, i'd prefer to avoid that as I had to fix the last dimples prior to painting.  

Anyone got any ideas?
