B Body Parking Brake Cable Bracket...where does it go?

Hello, newbie here.

I'm helping my son restoring a 1970 U-code Charger 440 R/T, 727 Torqueflite, A/C car.  Underneath the driver's side floor pan, we found this bracket (picture is a stock photo, the one on the car was all bent and badly rusted) sort of just dangling from the parking brake cable.  According to several parts websites, this is an Emergency Brake Cable Bracket, but we have no idea where it belongs or how it's mounted.  Is it welded to the bottom of the floor pan?  Because, there's no mounting hole on it.  Any suggestions will be greatly appreciated.

It is welded to the floorpan about a foot or so behind the drivers seat.

BTW, nice, clean undercarriage.  Ours all undercoated.
