hard shifting and non-functioning backup lights

Upshifting isn't a problem (although getting into 3rd isn't as positive as I'd like).  Downshifting into 2nd is a bear. It's like they left out the syncro.  I can get it to work by trying 1st and then shifting back to 2nd when the synchro spools up.
Easy fix by adjusting the shifter?

Also, backup lights. The old 23-spline unit always worked.  The new 18-spline unit doesn't.  The line is plugged into the tranny, where else do I need to look?

Shifter adjustment could be the cause of both problems.
