Fuse panel help 1973 Charger

I'm trying to diagnose my horn issues and Ive notices that my fuse panel is numbered differenty than the diagram in the 1973 service manual. the manual shoes the right side as 1-4 (top to bottom) and the left side as 5-8 (topto bottom).  my car is the oppsite...the right side is 5-8.  Bottom line is that i need to pull nad chec the horn fuse which is number 2 in the maniual....do i pull #2 as I see it in the car or # 2 as I see it in the manual?

mm maybe diagram is being seen from the back ?

one thing is clear, one side is acc, the other one is batt.
