Ok, please enlighten me as to how a broken windshield has to do with running E10 or higher ethanol content?

I was thinking the same thing when I read that.

While closing the hood, I left a can of carb cleaner on the cowl area. If I would have stuck to a higher quality/cost gas, I wouldn't have vapor locked so quickly, IMO.

That's probably more a function of the gas pumps/ tank itself than the ethanol. Where I work we switched about 5-6 years ago.  The worst thing that happened when they forced the switch to E10 around here was the alcohol picked up a whole bunch of gunk that had been in the tanks for years.   The E10 pumps have a 10 micron filter in them, so they plugged up in a heartbeat.  It took probably two or three tanker loads of fuel to get them cleaned out, and probably a dozen filter changes in a 4-5 week period.  they would plug up enough to slow or stop the flow  through the pump.  We now change them every six months on a schedule but don't have many other problems.
A poorly run station will carry water in their tanks, up to 5-6 inches in the bottom before they have to be pumped.  The water accumulates from condensation, poor seals, etc and lays on the bottom.  If your intake is a foot off the bottom of the tank you can get a couple hundred gallons laying in the tank.  And it won't cause a lot of problems- untill the tanker dumps a load and mixes it up.  If you pump your gas then, Good Luck!
Not all stations are that bad- most will pump before that much water gets in the tank but if someone's a little lazy or cheap...
