Valve Adjustment ?

On a 68 charger with a 383 since their is no valve adjust on the rocker arms I assume it is all done by the lifters

Correct, the vactory valvetrain with stamped rockers is non-adjustable or rather self adjusting. The lifter will take up the slack when it fills with oil after the engine starts. Ideally you want ~ .020-.040 preload with a hydraulic lifter.
