carter 4845 pump

I fitted this pump to a 440. the pump is overwhelming the needles in the carb. I fitted a gauge in a dead end fashion to the pump and got 14 psi on the gauge. The specs say 6-8 psi, has anyone else had this problem, should I get a new pump or fit a regulator.

what year vehicle?  since you said 440, do you have a vapor/return line?
